City of Henderson rules, not county rules

Because Henderson is incorporated, land-use questions run through the city rather than the Clark County Commission that handles much of the unincorporated Las Vegas side of the valley. Dust control for any grading or repaving is still a county air-quality matter across the whole valley.
Expansion parcels in a growing city

Freeways, the lake and the road to Arizona
The 215 Beltway ties West Henderson to the rest of the valley, and I-11 runs southeast toward Boulder City and the Arizona line, with Henderson Executive Airport sitting near the southwest edge of the city. Boaters heading for Lake Mead pass through on their way to Boulder City, where growth is capped by ordinance, and many of them would rather keep a boat closer to home than at the lake.
Desert conditions on newer buildings
Even facilities built in the last couple of decades show sun wear on doors facing south and west, and stucco and roof coatings need attention sooner here than in milder climates. Dust storms that push across the valley during monsoon season load up door tracks and HVAC filters on climate-controlled buildings.
Access that suits older tenants
Retired renters tend to favor ground-level units, wide aisles, good lighting, carts at the door and a keypad that is easy to read in bright sun.
